I agree. That's how I did this in "httpd-dev" spell: made all possible modules compile and let them hang in /usr/libexec. Administrator could then enable any module(s) s/he wants. I created "httpd-dev" because I wasn't satisfied with module set of "apache2". BTW, it also has a script for self-signed certificate generation for SSL mode.
To Justin: if you don't mind, I can apply appropriate changes to apache2 so that all modules are built. Or I can send you a patch, whatever is the best.

user to enable them in httpd.conf? Why doesnt apache2 do this?

I guess I agree with the original poster - why isn't configuring modules and
such either automatic or part of the spell? It would sure be nice.

If you need a standard module included with Apache, you have to specify
option(s) to ./configure. If it's a 3rd party module, it usually uses
so-called APXS interface, which essentially calls Makefile instruction
files installed by Apache.
