It was discussed before. Personally, I'm comfortable
with the way things are. If you look at perl-cpan
spells, they're mostly uppercase, and it's a
coincidence that there are no matches
(case-insensitive) with other sections (or are there?).
I'd keep case-sensitivity because it leaves us more
space for naming.
