Looks like gcc decides it needs to build in bootstrap mode, which is what you
do when installing gcc for the first time on a system that doesn't normally
have gcc. I guess a bootstrap build may also be the correct option when
upgrading gcc from a much older version.

I would suggest manually running a bootstrap build of gcc with the minimum of
options, installing in /usr/local, and then re-casting. If that works, then I
woudn't say there is anything wrong with the spell, unless someone wants to
add
bootstrapping as an option. IIRC, bootstrap builds of gcc take more than twice
as long as normal builds, so we probably don't want to make them the default.
