I'm not sure how to fix this without breaking your Xen setup. From what I
understand, you want interfaces to be able to have an IP even if they're down,
correct? Ifplugd (or at least the current ifup script) just checks for "UP" in
the ifconfig output. Interfaces can be up without an IP (e.g. my eth0 is
always
up and just waiting for a signal to run dhcpcd on it, and later
wpa_supplicant,
but that's another project ;)). So we cannot trust either the IP existing or
not
nor the ifconfig status of UP.
