I would prefer we ask before even passing --with-editor at all but I guess
when
they have the option to not have any vi we have to depend on some kind of
editor
and tell sudo about it, so your fix probably makes the most sense.
As for using runtime $EDITOR that's just another option sudo supports; note
that
in most setups by definition anyone that can run visudo can probably run
arbitrary commands as root already.
