There seems to be a a difference in staged and unstaged cast behavior. Here
are the differing steps as they happen with STAGED_INSTALL=off:

2) /etc/sysconfig/keymap remains again unchanged. Both /etc/sysconfig/keymap
and /etc/init.d/runlevels/%S/keymap.sh show up in 'gaze install
console-tools'. 'gaze from /etc/sysconfig/keymap' shows both init.d and
console-tools as owners.
3) Again as it was with staged cast, /etc/sysconfig/keymap is gone and there
is a backup file. But this time 'gaze /etc/sysconfig/keymap' shows
console-tools as owner; with staged cast it produced no output.

So the end result is practically the same, although this reveals interesting
things about stage root.

PS: To answer your question, you are looking in vain for any bugs in the
spell
files themselves. Init script + config files are automatically installed from
$SPELL/init.d, you don't need to write any code for them. In this case,
$SPELL/init.d/keymap.conf becomes /etc/sysconfig/keymap and
$SPELL/init.d/keymap.sh becomes /etc/init.d/runlevels/%S/keymap.sh if you
select to install them during cast. Take a look at
$GRIMOIRE/smgl/init.d/init.d.
