Er, we depend on bash for sorcery and friends. That has nothing to do with
what
shell the user might be using for their login shell.

No, because we control which shell runs the init.d scripts/

Yes, it's safe to say telling the user they have to use /bin/bash as their
login
shell is against our philosophy.
