It seems to be a problem from the /etc/kde dir, instead of classic
/usr/share/config dir.

see bug #9234 : I copied /etc/kde/* into /usr/share/config/ , then made a soft
link from /usr/share/config to /etc/kde

now ktorrent menu bar works properly

Is ktorrent/BUILD sourcing $SECTION_DIRECTORY/KDE_BUILD? That's where the
kdeconfdir is set (look at kdebase/* for an example of how to use the KDE_*
generic scripts).

There wasn't a build. So should just add a BUILD and source that file and
then
defult_build?

I added the BUILD file to source that file, but the problem is still there. I
followed the steps in bug #9234 and everything works fine. I had to move
amarokrc to /etc/kde first since it was installed in /usr/share/config. This
also fixed some other problems I had when I was starting kde apps. Some one
that understands better then I needs to look at our kde installation.

There has been a ktorrent spell in test/kde-apps since january when I put it
there. Is this bug relevant anymore?

One thing that comes to mind when reading this bug is that I didn't put a
BUILD file in the spell. Might that have any unwelcome consequences (for
non-kde users perhaps)?
