The unloading of the network module by ifdown makes using ifplugd impossible.
This is because when the driver is gone, ifplugd has no way of monitoring
whether a cable or wifi connection is live or not.

Therefore I am suggesting that the (un)loading feature be made optional.
Maybe
it could be individually defined for both ifup and ifdown with netconf.

My solution for the ethernet driver is to have it statically built, but
that's
not an option for ipw2200 because it needs firmware. So no ifplugg'd wifi
connections for me at the moment.
