OK, the time zone issue makes me think putting in HMS is stupid and we should
just stick to a regular date unless there's a conflict around the same date
(not
that anybody was ever planning on implementing HMS!), in which case you just
increment it. All the protocol of using something close to a date helps is
that
monotonicity (ever-increasing numbers) is preserved within the spell.

Zone file serials are done similarly in the DNS system, and millions of zone
file authors seem to not have a problem with it.

And as said before, if it doesn't match the date, or you have a second update
that needs to be done within 24 hours, you can just increment one to it. The
"date" then is a pseudo date and just for a nmemonic to help prevent merge
issues.

And I don't think those "gaze" commands are even correct _now_, so we should
remove those commands. I really don't think anybody uses any of them, and if
they did, they were broken to begin with, and we can't make them work without
standardizing on some time zone and tracking finer detailed dates.
