Perhaps if a release contains a security fix then SECURITY_PATCHLEVEL should
start at 1 to denote this? Could we then check to see if there was a version
update and SECURITY_PATCHLEVEL != 0 or SECURITY_PATCHLEVEL >= (prior)
SECURITY_PATCHLEVEL (stored in the tablet)?

So apache2 2.0.54 has a security issue (or two), we update SECURITY_PATCHLEVEL
to "2" (let's say). Then apache2 2.0.55 comes out with these fixes, we'd put
SECURITY_PATCHLEVEL=1 to denote there is a security fix.
