There are more stable-rc bugs than those that don't have
target_milestone set to 0.3. I moved some of them to 0.3 that I consider
important (checksum or gpg check failures should definitely be fixed
before a release). Not sure which of the others should get that
milestone set, some of them are probably too complicated to delay the
release further.
