You can either use the alsa init script for that which has recently been
moved to alsa-lib, just set CARDS="", OSS=no and START_ALSA_SEQ=no if
you have everything builtin in the kernel, then it will only run the
mixer save/restore stuff.
Or you could add the alsactl restore to /etc/sysconfig/bootmisc and
alsactl store to /etc/sysconfig/haltmisc.
If you're using udev there's also the possibility to use /etc/dev.d/ as
described in /usr/share/doc/udev/RFC-dev.d, though i never tried that.
