What you are seeing is in fact not attachements, but the (stupid,
broken) rendering of the OpenPGP multipart/signed MIME type (RFC2440)
by outlook. While most of the mails explicitly state
'disposition=inline', outlook (and a few other dumb windows mailers)
insist on showing it as attachments.

It is definately a feature, it allows the signing of arbitrary MIME
mails, without the risks of MTA-mangeling that the older style of PGP
signature, where the signature and the message was put into a simple
plaintext message.

You could change your mailer under windows, Mozilla does nicely with
OpenPGP (get the enigmail plugin, although I think mails will be
rendered correctly without (but since enigmail supply the integration
with pgp/gpg, no validation/signing/encryption/decryption is available
without)). Or get your Linux mail set up, most opensource mailers do
something sensible with multipart/signed.
