I removed the noatime and notail options, and haven't noticed any real
performance difference, but I haven't yet experimented with it.
With /tmp, it may well be good to have noatime and notail, as that is
where you tend to deal with a lot of little files coming and going.

Even easier, change fstab, then:
# mount /home -o remount
should do the trick (obviously, replacing /home with the partition you
wish to remount).
