Yes, that is what I said.

And at current system, using POST_BUILD to install config files will avoid
that bad conditions.
So separating script to install or set config files can be a solution.
Bad if divide script, it will be needed to change 'cast --fix' to check more
things, or create new utility to help configuring.
It must be difficult. But protecting config (or some data) is very important
thing to use.
