I don't know about the first, but the second is that some people went
through squashing bugs. All of them (should) have update info in the
HISTORY field (all the ones I did had them). Some were just "this works
with gcc3" and so it will now recompile using gcc3 (instead of gcc2 as it
had), some were version updates, and others were bug fixes.

I can't speak for the others (though from what I saw, they did this also),
but all of the updates I performed had entries in the HISTORY file.
