tcp_wrappers: Fix compilation against GLIBC 2.32+, install shared library

Update CFLAGS for tcp_wrappers-7.6-shared_lib_plus_plus-1.patch, move
patching to PRE_BUILD
Use scaffold.c sed from LFS.
Fix compilation against GLIBC 2.32+ (add -DHAVE_STRERROR to Makefile).
tcp_wrappers.patch: Removed
tcp_wrappers-7.6-shared_lib_plus_plus-1.patch: Added more complete patch
from http://www.linuxfromscratch.org/blfs/view/6.3/basicnet/tcpwrappers.html
Use default install, now installs libwrap.so for packages like rpcbind to
find.
