Sorry for the late reply, your email somehow ended up in my spam folder.

You shouldn't have to, but on every install where I used your test
basesystem tar I get that error (even on glibc installs when it still
installed the timezone rules, which often left me with broken systems
and prompted this change). On installs where the iso or new chroot was
used, there was no error. So I attribute the error to something on
your basesystem tar. I'm not sure what the problem is, but it has
something to do with how glibc is installed. Before I added this
spell, I would remove /usr/share/zoneinfo and reinstall glibc, which
would solve the problem.

I originally added a few lines to remove the offending directories and
files under /usr/share/zoneinfo, but I opted against it in the case
the user had a custom installed timezone. I imagine that there are
only a few users who used your test basesystem tar, so I did not see
it as too much as an issue.

Anyway, if you don't have any custom timezones installed just remove
/usr/share/zoneinfo (and /etc/localtime) and install tzdata.
