The decision isn't strange, the committing of fixes for a version of gcc
that's not actually in the corresponding branch is what's strange.

If gcc 4.7 is in test, then those commits make sense. If not, then there
are fixes for a version that doesn't exist (in that branch), and those
fixes should be committed into the _gcc_ branch (where 4.7 exists).
