Just trying, iproute2 2.6.38 casts OK if iptables 1.4.11.1 is dispelled.
>From compile log, if iptables is instaled:

TC schedulers
ATM no
IPT using xtables
iptables modules directory: not found!


If iptable isn't installed:

TC schedulers
ATM no
IPT using iptables
iptables modules directory: not found!
