enchantment: initial man page

I'm sure that there will be things to fix up, but this initial man page
for enchantment should be relatively complete, at least for the present
implementation.

TODO: update list of items

The Cauldron spell has been written, so that can be removed from the
list of what needs to be done. There are two new items, one which is
more immediate (resumable casting) and one which is more for later
(installing over the net rather than locally).

Split the list into pieces organized by component. There are now items

lib.sorcerous: API compliance

Rename functions to bring them in sync with the API specifications, and
make the sorcery download url a local variable (for now) so that it
stands out more in case of needed future changes. At some point it might
make sense to move it to a global configuration variable, but not for
now.
