My understanding is that Google Chrome is built from Chromium, with
some extra features (which you can turn on in Chromium):
http://code.google.com/p/chromium/wiki/ChromiumBrowserVsGoogleChrome

Chromium itself is open source. I haven't gone and read all the
licenses, but my understanding this is a similar situation to
firefox-bin and firefox.

We don't enforce acceptance of licenses, just point out where it is and
leave it up to the user to follow it. Some of our spells (e.g.
jdk6-bin) prompt if you agree with the license, but AFAIK this is not
required behaviour.
