It actually doesn't state it anywhere that the question marks cannot be
used.

Not really IMHO. Two different questions. One asking A the other B.
Though it would be better to make that behave like this:

osmo has an optional dependency on gtkspell
Enable gtkspell support? {gtkspell} [y]

And others similarly.

An said. Haven't seen a doc that clearly states that they are useless.
Just because a few examples state so it doesn't mean a thing. Who knows
they could all be from spells you created/maintained and thus pickup
this preference. :)
