user-setup: formatting, wording, added warning

This step was reworded and formatted according with the other
formatting changes, and there is now a nice fat warning about the
evils of the shadow suite (it defaults to relying on /etc/securetty
for root logins on the console, but doesn't install /etc/securetty, so
you are left without the ability to login as root unless you edit
/etc/login.defs or create /etc/securetty). Bad shadow, bad.
