I'll revert it, as it is a double edged sword. The purpose of this change was
to allow people who already have libungif installed not to be forced to
change the provider immediately - libungif still works just fine. But the
problem is that the users of giflib would also get libungif in the provider
queries, which could cause some needless recasting. I'm also late. ;)
