    lxqt/FUNCTIONS: install default config under /etc/xdg
    
    LXQT_ETC_XDG_DIR was /etc, so the spells' default configs went to
    /etc/lxqt, which isn't in XDG_CONFIG_DIRS. A fresh LXQt then finds no
    default panel.
