Is it a good idea to conflict all modules with their own meta-package
(e_modules)?
Imho meta-package should be always installed.
It needed to do this, at least for now, because e_modules used to
install all of the modules. If they did not conflict, then a module
would install files which e_modules tracked, and then when e_modules
installed (after all of the modules have) it would remove what they
installed and install nothing, breaking all of them.


I undestand it. "cleanse" certainly resolves it. :-)
Imho CONFLICTS in e_modules (conflicts e_modules y) should guarantee e_modules is dispelled before other modules are installed.

If e-team creates new module we just increse VERSION of e_modules (0.17alpha -> 0.17beta?) and added new optional_depends.
If e_modules is not installed the user will not be asked to install new module.
