See z-rejected/REJECTED_MSG, if the spell is installed and it's
UNATTEND_SAFE, it'll cast without waiting for user input again.
Basically any spell that does not require user intervention during
BUILD/INSTALL should be UNATTEND_SAFE.

That spells in z-rejected don't do it is a bug, though it's a very
common one. Many spells source REJECTED_MSG in CONFIGURE, which is wrong
(although it somewhat works), and most that should have it are missing
UNATTEND_SAFE.
