Corrected bug #11625. Added true support for udev, the digital
cameras would be available for all users belonging to video group.
Also corrected a small bug where dispel claims it fails if hotplug is
not installed. Patched the makefile to avoid the build of
the doxygen documentation (I didn't find any configure script option
to do that).
