Default config files where the app requires them to run should usually
be installed by the apps installation process. If that doesn't happen
I'd consider it an upstream bug and our installing the config a bug
workaround, so that's acceptable.
Another case that would be fine in my opinion is a config file that
doesn't change the defaults, just makes them explicit. This gives the
user a starting point for his own customization.
