Chances are that if you wait one more week, you'll find evidence of a new queen in the hive. It takes about a month for a hive to make a new queen and have her show evidence of herself. Waiting is the hard part. I often pull the trigger and mess everything up just before it would have turned out fine if I hadn't meddled. For me, wisdom and impatience are in a constant struggle. You can put a frame of eggs/young larvae in the hive as an insurance policy, just in case. It won't hurt anything, and if they are truly queenless they can make queen cells. If you find you really do need a new queen (e.g. if you put in a frame of brood and the bees immediately draw out queen cells, and you don't want to wait yet another month), David Bailey has shipments of queens coming in every week.
