Being a little fussy here, but I was actually referring to project
management here not the formal spec. See:

Actually I think the time we need a formal specification the most is
to show grantors. After that we try and get close to it to make them
happy. The documentation involving the Threshold grant and the task
list/specs. that John S. wrote up are what I'm working by. Speaking
of which, anybody know where the thing John S. wrote is? I know it's
in the pcplantdb archives somewhere, but I didn't turn it up on a
quick scan.
