Although not exactly the same as TouchGraph (perhaps better), it is in
java and has a .jar explorer for browsers. It is also in active
development, popular, and open source. Not exactly sure it is what we
want but it looks neat.

I like it. Seems much cleaner interface than touchgraph,
and actually allowed me to answer a question very quickly,
faster than I could have done with a standard FAQ.
The one thing which is really different to touchgraph
is that it only does trees rather than full graphs.
So you can't do triangles

A good example of things you could not do can be found in

If this limitation is OK with stephanie, then I'd
definatly go with it over touchgraph.
