I would move it in to a nuc and see if they might get on their feet a bit before combining with another colony.  Too much space and too few bees at the moment.  The goal is to not take all of the unwanted critters to the combine.  My gut feeling is that it is a goner.

This hive had a very high Verroa count before the ApiGard treatment. Now it's down to zero. Only problem is the bee count isn't much higher. It's a 2 deep hive. The upper deep has 2 or 3 frames half full of capped syrup and 3 frames with eggs, larvae and brood. Couldn't find the queen though. The bottom deep is was all empty comb. I reversed the deeps in the hope that the bees might start filling in some of the empty comb. I've had feeders on this hive all summer but they aren't taking much of the feed and I don't really see much hope of them surviving the winter. Unless someone has a better idea I'll probably check them again in a couple of weeks and if they haven't improved in a major way I'll combine them with one of the other hives. Any suggestions?
