Hi Walt
It would be good to know the size of each colony first.
First don't treat any hive if honey supers are on.
As Randall has summed up, there is a magnifier effect so there is no good
reason to wait. It will never get better!
I'd consider #3 for sure but the size of the hive matter.
Powder sugar shakes are always helpful.
