Your plan makes perfect sense for the reason you mention. It actually takes longer than 3 weeks for a make-your-own queen to start laying, so putting in a mature queen when you make the split eliminates that down time. But if you don't mind the trade-off in lost productivity, make-your-own queens are great for many reasons. Or you can be clever and make extra queens ahead of time, so you have a win-win all the way around. Russian queens are known for being a bit difficult to introduce, so make sure you allow for a relatively long introduction time.
