Has she tried summer pruning, or is she doing a bunch of dormant-season
pruning? - dormant-season pruning, in and of itself, tends to foster a
continual cycle of watersprout-type growth, in my limited experience.

She said water sprouts.She's very frustrated with the amount of pruning the
tree requires, and the 'ugly' shape it has.
