I agree the earlier the more growth. But I believe that has a simple answer. The tree has only so much growing time in the season. If one waits until half the growing season has past you will only have half the growing season left for the scion. Half the time likely half the growth.
Many (maybe even most) tree species don't need be in the slip for successful grafts. But I firmly believe it is better if slipping. Also the method and technique makes a difference. And apple may just be the easiest species to graft.
