My municipality also provides free "compost." it is filled with little bits of plastic and metal trash, not to mention nutsedge tubers. No thanks!

On the topic of mulch, my town offers free compost and wood chip mulch to residents. I assume they're made from all the leaves and branches the town collects from residents. It might be worth checking if your own municipalities have similar programs.

It's true that natural mulches break down and need replacing, but I count that as a good thing, as they add organic matter to the soil, which makes the trees healthier.
