I find organic mulch to be helpful in creating aeration, thanks in large part to the acitivity of earthworms as they orgy out on the feast. Occassionaly, anecdotally, I have had a problem with paper under the mulch. Wet paper is not going to allow the max free exchange of gasses until the worms have swiss cheesed it. I have seen plants become chlorotic in wet situations where I broke up the paper a bit and plants greened up. Not scientific, but good enough for me.
