According to wikipedia, the annual cicadas deposit their eggs in dead
branches, whereas the periodic cicadas deposit their eggs in live branches.
That might be the difference.

I did not have any young fruit trees when I enjoyed the Princeton brood.
They were most populous around large, mature trees (where the soil had been
undisturbed for 17 years) I didn't notice any significant damage from
them, but I didn't notice any young trees in their range.
