I have found the best time to transplant is April, at the same time we prune here in northern Illinois. When you transplant can make a difference with peaches.

Donna, I wonder if it is your soil or your area or the type of peach because they transplant very well here. I've transplanted some that had already sprouted leaves. I've even dug up overgrown peaches, chopping half the root off to get them out of the ground. I have never lost one.
