I never found soap effective on scale, either. There's a fish oil/sesame
oil blend that can work; also a hot pepper wax that seems an effective - and
registered-for-citrus - deterrent. You can also release golden chalcid; you
can purchase those little scale-killing wasps in units of 10,000, which
could cover between 0.1 and 1 acre.

Re: soap vs oil, I was getting nowhere with soap and someone told me
to use oil instead; since I switched I have had much better luck. I
use Stylet oil which is a very light mineral oil, similar to
Sunspray. I am not as diligent as I should be, recently I had a big
bloom because I did not spray for many months. Sprays should be done
every month.
