Get a good book on composting. There are several ways to do it. Your plan is a method which allows less desirable micro-organisms to spoil/ferment waste vegetable material. The more desirable way to compost is to encourage growth of organisms (aerobic) which require exposure to air. Most successful composters of vegetable material have a drum with holes in it or a wire basket which is periodically stirred or tumbled to accomplish this. The amount you mention will more than likely require several such devices. The smell will still be a problem as will scavenger attraction.
