the small critters they kill. My neighbors let their cats run loose, so
they yowl and fight on my front porch at night, crap on the sidewalk or
in my garden, and tear open my garbage bags. And they kill birds
indiscriminately (they tend to kill the species I like to have around
the yard).

Admittedly, they don't stand outside and bark all day. :-D

Crap on the sidewalks! I bet that's a dog, not a cat. Cats like to bury their business. All the other problems sound like cat problems, however. They sound like stray cats, though, if they are yowling (probably un-neutered) and tearing open garbage bags (probably unfed). If they don't have tags you might contact your local shelter - they might be eligible for a "spay and release" program, which won't reduce the number of cats right away, but will reduce the number of replacements they produce.
