Hello NCB,
First is entirely unnecessary to scarify persimmon seed.
Clean them well, and stratify. In other words store them in a zip lock bag in the frig until planting time. You will need to place a medium with them to maintain moisture. Milled sphagnum works very well as the slight acidity also retards mold. Also don't store too wet. After cleaning let them set out a day or two to air dry then store. Mold prevention is very important. If you have Captan (fungicide) you could mix a very small amount with the seed, but sphagnum is in my opinion the best.
