Don't know about grapes, but there are plants that bloom every year and
never produce fruit. These are often plants that "should" fruit because they are
self pollinating, or they are near other similar plants that do bear fruit. I
have had gooseberries that bloom profusely and never set fruit, and they are in
the row with other plants that produce.
