Mark,
Kiowa was developed at U. of Arkansas.  They have a site on it: http://www.aragriculture.org/commhort/fruits/blackberries/kiowa.asp

Not too much info, but a start. 
Also, if you search extension publications of PlantFacts [http://plantfacts.osu.edu/web/] using the keywords Kiowa blackberry, you get info from a couple of states who recommend it.

FYI, the U of Ark. site has descriptions of all of the fruits they've developed.  The list is accessible at:
