Reply to the question about why one plant rooting hormone
was not labeled for specific plant varieties.

First, when a maker applies for US EPA registration they can
specify what plants they wish to include on their label.
They maker may have included in their products some
ingredients which may be difficult for them to comply with
existing regulations and they do not want to have the
expense and time to provide data to institute change of
regulation.

Second, nomenclature 'for use in greenhouses and nurseries'
designates that the product has a label which applies to
more than 'household use'. The label must be specific to the
Worker Protection Standard (WPS) which is more comprehensive
than for household use.

Fourth, for small quantities (ie: one pounders or one small
package) which your local hort supplier can not supply
